2008 S.W.I.L.A League Rules
- League fee is $100.00 per team.
- Team rosters must be input into the
SWILA web site 5 days before the 1st game so they will be available to
all teams in the division. Any
changes during the season must also be submitted to the league
coordinator. Playoff rosters must
be final 5 days before the tournament begins. Roster should include name, birth date,
hometown, uniform number, whether they are a high school player / pitcher.
- Maximum 8 High School
rostered players per team. (Once a
player is rostered on a High School team, he is considered a High School
rostered player for the duration of the season).
- Scorecards must
contain player name and number as well has High School Player status (i.e.
High School Play / High School Pitcher).
- 8 players (rostered
or qualified substitutes) needed no later than 15 minutes of scheduled
start time. Team that is short
players forfeits. If both teams are
short players, game is cancelled with no make-up.
- 14-year-old metro
players may be used as subs in Colt Division. Subs from other S.W.I.L.A. teams
permitted. Must play outfield only,
bat at bottom of line-up. A team may not use subs if they have at least
10 rostered players at the game. If a team has 9 rostered players they can
add one sub, 8 rostered players add 2 subs and 7 rostered players 3 subs. No High School rostered team players may
be added from a lower division unless you have less than 8 high school
players that game (see rule #2).
Regular rostered players must get priority playing time (no added
player can play more than 3 innings in the field if there are 10 total
players or more).
- Minimum of 7 rostered
players.
- Opposing manager can challenge players
who they suspect are not legally rostered players or substitutes. Player must produce ID (drivers license
or high school ID) before end of game if challenged. Failure to do so could result in
forfeit.
- Pitching rules follow
Pony rules book (page 14 and 15) for the Colt division. High School team pitchers may combine to
pitch no more than 4 innings per game.
A high school team pitcher is defined as a player who faced at
least one batter in a high school game in the 2008 season. The board may review use of High School
team pitchers if complaints are lodged.
Violations will result in a forfeit of any game where pitching rule
infractions occur.
- Any unsportsmanlike
conduct on the part of a player and/or coach will be reviewed by
S.W.I.L.A. board for possible punishment.
Fighting will result in a mandatory 1-game suspension, served in uniform
on the bench, with a review by board for possible additional punishment.
- Intentional contact
on the base paths will not be tolerated, immediate ejection from
game. Umpires judgment.
- Runners must slide or
avoid contact. This should be
clarified with umpires prior to the game.
- Board
will review protests. No protests
allowed on judgment call. All
board member need to respond yea or nea on protests or attend protest
meeting. 50% of organizations
needed to rule on protest
- Slaughter rule is 10
runs after losing team completes fifth at bat.
- No full inning should
begin two hours after the scheduled game start time for games when another
scheduled game is following subject to local rules. Check with umpires before game starts.
- Home team is to
provide:
- 3 game balls
- 2 Umpires: NO CLASSMATES OF PLAYERS
- The home team
must have at least 1-patched umpire for a play off game.
- Rostered tournament
players must have played in 50% of regular season games. The SWILA board
may rule on player injury situations for
eligibility and in cases of player shortages refer to rule #6.
- Continuous batting
order. Free substitution, except
for pitchers.
- Optional speed-up
rule. When catcher and/or pitcher
are on base with 2 outs, player that was the 2nd out must pinch
run. If battery mate was 2nd
out, 1st out is to be used.
If both battery members are on base with 2 outs, both previous outs
are to be used.
- Bats must conform
to the Pony rules and regulations.
- It is the winning
managers (or his or her designate) responsibility to report their scores
weekly by Saturday @ 8 PM to the SWILA web site at
swilabaseball.com.
- Playoffs will occur
at the end of the year with seating by regular season record. Tiebreakers are head to head record,
followed by head to head runs allowed, and then a coin toss.
- If possible, the
umpires for the championship game will be scheduled from a town not
involved in the championship. Also,
a 3rd place game will also be scheduled if field availability
permits.
- If a player is ejected from the game
his position in the batting order is an automatic out. The same is NOT true for a player
who is unable to finish the game due to injury or personal obligations. Players
will be allowed to enter the game after its scheduled start, but must
take the last place in the batting order.
- The home team is responsible for
re-scheduling any make-up games.
Any games that are not played as scheduled and not made-up will
result in a loss for the home team.
Rule exceptions:
- If the cancellation
occurs in the last 7 days of the season and a make-up is not possible,
there will be no penalty.
- If the home team
offers a make-up time when the visiting team is not scheduled and the
visiting team declines, the home team will not be charged with a
loss. The game would need to be
scheduled at a mutually agreeable date and time.
- If field
availability for the home team is a problem a reasonable attempt will be
made to play at a neutral or away team site.
- Player age
eligibility will be determined by their age as of April 30, 2008.
